When Jason or Lucia draws a weapon, some people may cower or run, while others may respond by drawing their own weapon, escalating the encounter or attempting to disarm the protagonist. Those reactions make weapon ownership part of the social context of a scene rather than a universal NPC rule.

Rob Nelson’s preview comments describe a move away from protagonists feeling completely all-powerful.
